PROJECT CHARTER & INVESTMENT PROPOSAL
Project Name: Emergency Infrastructure Upgrade of the “Nur” Facility for Launching a State-Subsidized Preschool Center (288 Seats).
Organization: Nongovernmental Institution “Charitable Family Orphanage “Nur”” (Talgar, Kazakhstan).
Project Objective: Comprehensive renovation and modernization of the building to comply with national Sanitary-Epidemiological (SanPiN) and Fire Safety Standards for preschool institutions. This will allow the organization to secure a state educational order (per-capita funding) and open a free/subsidized kindergarten for children from vulnerable social groups.
Problem Statement & Social Impact
For 28 years, the “Nur” Family Orphanage has provided shelter to over 700 orphans. Due to recent structural shifts and government regulations, the institution is transforming into a sustainable social enterprise. Currently, local authorities cannot allocate children to the facility until the infrastructure fully satisfies modern regulatory standards. By upgrading the facility into a licensed kindergarten under the state-subsidized program, the organization will achieve full financial self-sustainability through guaranteed monthly government allocations, ensuring long-term impact without relying solely on private donations.
Required Infrastructure Upgrades (The Budget Scope)
To receive state approval and clear the administrative block, the total required investment is 53,270,000 KZT. The budget is allocated into the following target categories:
- Capital Renovation of the Main Building & Boiler Facility: 40,000,000 KZT (Roofing, heating system modernization, eco-friendly wall painting, plumbing overhaul).
- Furnishing of Educational & Sleeping Rooms: 5,500,000 KZT (Children’s furniture according to GOST standards, soft inventory for 12 groups).
- Commercial Kitchen & Laundry Equipment: 3,800,000 KZT (Industrial-grade ovens, cooktops, heavy-duty washing and drying machines).
- Engineering & Automated Fire Safety Systems: 2,240,000 KZT (CCTV surveillance, emergency alarm triggers, smoke detectors).
- Landscaping & Playground Organization: 1,730,000 KZT (Fencing, construction of 12 isolated outdoor playgrounds on 1.08 ha area).
